实际上就是让你比较汽油价格在1980年贵还是在2006年贵
怎么比呢,就看当时的消费水平（CPI）
在1980年时候消费水平大概是246.8,而2006年的时候是603.9
这么多年间,2006年的CPI应该是1980年的603.9/246.8=2.45倍
那么油价呢,是2.6/1.23=2.114倍
所以经过CPI调整的油价是比1980年更便宜了
便宜了多少呢,如果正常价格,应该是比1980年膨胀2.45倍达到1.23*2.45=3.0135
但是只有2.6,所以便宜了1-2.6/3.0135=13.7%
楼上的13.61%应该也是对的,小数点四舍五入问题
