One possible version:Dear Sir or Madam I am Li Hua a customer from China. I am writing to complain about the English dictionary I bought from your website. There are some faults in the dictionary. First the CD-ROM was broken which means I cannot use it on my computer. Second this is not the latest version that I booked. Besides when I looked through it I found several pages missing.
